City Council Beat

A summary of the Dripping Springs City Council meeting on Tuesday April 17.

Present for the April 17 meeting were Mayor Pro Tem Bill Foulds, and council members Travis Crow, Wade King, and Taline Manassian.

Absent for the meeting were Mayor Todd Purcell and Council Member John Kroll.

Presentation of Citizens

As part of the Presentation of Citizens, EMS (ESD No. 1) Vice President Geoffrey Tahuahua gave City Council a briefing on EMS’s “Proposition 1” sales tax increase proposal which will be on the May 5 ballot. The proposal calls for EMS receiving ½ of one cent from sales tax.

Consent Items

The following consent items were passed unanimously by city council-

A. Approval of an Ordinance suspending the proposed Gas Reliability

Infrastructure Program Interim Rate Adjustment of Texas Gas Service, a division of One Gas, Inc.

B. Approval of Revised Job Description for Emergency Planning Coordinator and Authorization for Mayor Purcell and City Administrator to Hire

C. First Amendment to the Water and Wastewater Utility Agreement between the City of Dripping Springs and Paintbrush 290 GP LLC, regarding the Scenic Greens Development (AKA-- Westwood Public Improvement District Development) Sponsor: Mayor Pro Tern Foulds

D. A Professional Services Agreement between the City of Dripping Springs and CMA Engineering for General Engineering Services related to the South Regional Wastewater Facilities and Water Facilities

E. A Professional Services Agreement between the City of Dripping Springs and Doucet & Associates for Engineering Services related to Plan Review, Construction Observation and the City's Water Quality Protection Ordinance

F. An Agreement between the City of Dripping Springs, Texas, and Erin Needham, Stephanie Needham, Minnie Lou Needham, individually and as Independent Executor of the Estate of Enoch Norwood Needham related to improvements on Springs Lane

Business portion of meeting

A. A Professional Services Agreement between the City of Dripping Springs and Capitol Market Research for a Market Study in regards to the TIRZ Town Center Project- was passed unanimously.

B. An Agreement between the City of Dripping Springs and Archive Social for the archival of social media (Facebook, Twitter, etc.) for the purposes of records retention and management- was passed, with Crow casting a nay vote.

C. A Professional Services Agreement between the City of Dripping Springs and RPS for Engineering Services regarding Dripping Springs Ranch Park Dam Repair Project- was passed unanimously.

D. A Contract and Change Order between the City of Dripping Springs and Ground Exchange, LLC, regarding the Harrison Hills Trails Project.

Council Member Crow made a motion to pass the item- was passed unanimously.

E. Agreement between the City of Dripping Spring and the Hays County Livestock Board to Build an Annex Stock Show Facility to Dripping Springs Ranch Park Event Center- Item as tabled

After Executive Session, the following items were taken up by City Council

•          Motion to approve revised job description for Accounting Clerk, and approve an hourly wage of $21.50- was passed unanimously.

•          Motion to designate Mayor Todd Purcell, Mayor Pro Tem Bill Foulds, and Council Member Taline Manassian as  the City’s representatives for mediation concerning Texas Commission on Environmental Quality Permit No. WQ0014488003 (TCEQ Docket No. 2017-1749-MWD, SOAH Docket No. 582-18-3000)- was passed unanimously.
